Villandi málflutningur opinberra starfsmanna um lífeyrismál

 

Undanfarin misseri hefur verið unnið að því að samræma lífeyrisréttindi landsmanna vegna þess óréttlætis sem ríkir milli annars vegar þeirra starfsmanna hins opinbera sem eru í samtökum opinberra starfsmanna og þeirra starfsmanna hins opinbera sem eru félagsmenn í aðildarfélögum ASÍ, ásamt þeim mikla fjölda launamanna sem starfa á almennum vinnumarkaði. Ljóst hefur verið frá upphafi þessarar vinnu að núverandi lífeyriskerfi opinberra starfsmanna er ekki sjálfbært og safnast hefur upp um 500 milljarða króna halli sem ríki og sveitarfélög eru í ábyrgð fyrir. Alþýðusamband Íslands hefur í mörg ár vakið athygli bæði samtaka opinberra starfsmanna og stjórnvalda á því að þessi alvarlega staða ógni verulega stöðu og framtíð mennta-, velferðar- og heilbrigðiskerfisins þar sem sífellt meiri fjármunir fara til þess að halda þessu kerfi uppi. Þrátt fyrir það hefur þessi vandi haldið áfram að vaxa og er nú að verða óviðráðanlegur.

Af hálfu opinberra starfsmanna hefur jafnan verið lögð áhersla á tvö megin atriði. Annars vegar að staðinn verði vörður um áunnin réttindi opinberra starfsmanna – þ.e. að ekki komi til skerðingar þeirra – og hins vegar að slík jöfnun verði gerð upp á við – þ.e. að réttindi á almennum vinnumarkaði verði hækkuð til jafns við opinbera vinnumarkaðinn. Jafnframt hefur verið samstaða um að lífeyriskerfið verði sjálfbært, þannig að hver kynslóð standi undir sínum réttindum, en hvíli ekki á bakábyrgð launagreiðanda.

Af hálfu ASÍ hefur verið fallist á þessa meginkröfu, en einnig vakin athygli á því að aðilar verði að gera sér grein fyrir því að það muni leggja gríðarlegar byrðar á ríki og sveitarfélög sem fyrirfram er vitað að muni leiða til niðurskurðar á þjónustu og uppsagna opinberra starfsmanna. Af hálfu samtaka opinberra starfsmanna hefur ekki verið vilji til þess að fulltrúar almenna vinnumarkaðarins komi að umræðu um stöðu lífeyriskerfis opinberra starfsmanna og skipaði ríkisstjórnin sérstakan starfshóp með fulltrúum stjórnvalda og opinberra starfsmanna til að fjalla um þau mál. Fulltrúum Alþýðusambandsins þykir þetta miður en hafa ekki afsalað sér réttinum til þess að hafa skoðun á því í hvað fjármunum ríkis og sveitarfélaga verði varið í framtíðinni.

Viðræður ASÍ við Samtök atvinnulífsins grundvallast á fyrrgreindu markmiði um að jafna lífeyrisréttindin á almenna vinnumarkaðinum gagnvart hinum opinbera í stað þess að réttindi þeirra verði færð niður að þeim réttindum sem eru á almenna vinnumarkaðinum. SA hefur hins vegar í ljósi þessarar kröfu okkar farið fram á að fá upplýsingar um áform stjórnvalda varðandi lífeyriskerfi opinberra starfsmanna, m.a. í ljósi þess að hvorki ASÍ né SA hafa aðgang að þeirri umræðu. Ef ætlunin er að jafna lífeyrisréttindi almenns launafólks upp að réttindum opinberra starfsmanna, er mikilvægt að fá upplýsingar um upp að hverju er verið að jafna! Því settu samtökin fram minnisblað við ríkisstjórnina, þar sem afstöðu samtakanna er lýst. Eins og fram kemur í minnisblaðinu hefur Alþýðusambandið lagt ofuráherslu á að staðið verði við öll áunnin réttindi opinberra starfsmanna – en hins vegar er farið fram á að tryggt verði að lífeyriskerfi opinberra starfsmanna verði gert sjálfbært þannig ekki verði frekari skuldaaukning í sjóðum þeirra, umfram þá 500 milljarða sem nú þegar hafa safnast upp og lenda munu á skattgreiðendum næstu árin. Fullyrðingum opinberra starfsmanna um að Alþýðusambandið hafi uppi hugmyndir um skerðingu á lífeyrisréttindum réttindum opinbera því alfarið vísað á bug.
